Residential Permit Application

    This application is for all Residential Building Permits. You will receive an email, with payment information, once the permit is ready. This permit application is for a BUILDING permit only, SEPARATE permits are needed for Electrical, Plumbing, and/or HVAC work being done.

    This permit application is for 1- or 2- family dwellings or townhomes ONLY. If your project is not one of these, please fill out the "Commercial Building Permit Application". Townhomes must be built to IRC standards (NOT condo's). If you are not sure if the project is considered a townhome or not, please contact the Building Safety Department.

      I hereby apply for a Building Permit and acknowledge that the information submitted in this application is complete and accurate and that THIS IS NOT A BUILDING PERMIT. As Applicant I acknowledge that I am responsible for the work performed under this permit and that all work will be done in accordance with the conditions of the permit; the ordinances of the City of St. Cloud; and the Minnesota State Building Codes. The work will remain accessible and exposed for inspection purposes. The person doing the work shall call for the inspections and a 24-hour notice is required. The permit will become void if work does not begin within 180 days or is suspended at any time for over 180 days.

    3. Property Owner Waiver - Minnesota State Contractor Licensing Requirements*
      I understand that the State of Minnesota requires that all Residential Building Contractors, Remodelers, and Roofers, obtain a State License unless they qualify for a specific exemption from the licensing requirements. By checking the box below, I attest to the fact that I am building or improving my property by myself. I claim to be exempt from the State License requirements because I am not in the business of building on speculation or for resale and have not built or improved a residential structure for resale or speculation in the past 24 months. I acknowledge that because I do not have a State License, I forfeit any mechanic's lien rights to which I may other wise have been entitled under Minnesota State Statute 514.01. I acknowledge that I may be hiring independent contractors to perform certain aspects of the construction or improvement of this property. Some of these contractors may be required to be licensed by the State of Minnesota. I understand that unlicensed residential contracting, remodeling, and/or roofing activity is a misdemeanor under Minnesota State Statute 326.92, subdivision 1, and that I forfeit my rights to reimbursement from the Contractor's Recovery Fund in the event that any contractors I hire are unlicensed. I also acknowledge that as the contractor on this project, I am solely and personally responsible for any violations of the State Building Code and/or Jurisdictional Ordinance in connection with the work performed on this property.

As Contractor I acknowledge that I am responsible for the work performed under this permit and that all work will be done in accordance with the conditions of the permit; the approved plans and specifications; the ordinances of the City of St. Cloud; and the Minnesota State Building Codes. The work will remain accessible and exposed for inspection purposes. The person doing the work shall call for the inspections and a 24-hour notice is required.     13. The Land Disturbance permit fee and submittals are not applicable, HOWEVER you are still subject to the conditions of the City's Stormwater System Use Code Ordinance Section 365 for erosion prevention, sediment control and pollution prevention.*
    14. This application section covers the City's stormwater erosion prevention, sediment control and pollution prevention requirements for land disturbance. A $25 Land Disturbance Permit fee is required.*
    15. Land Disturbance Permit Applicant Disclaimer*
      I understand that all inspection reports, notices of violations and enforcement related to site inspections and compliance with this permit section is my responisbility. The applicant/permittee accepts full responsibility for compliance with the Stormwater System Use Code Ordinance of the City of St. Cloud, and agrees to comply with the Stormwater Pollution Prevention Plan or equivalent in full. Additionally, right-of-entry onto this property to the City of St. Cloud, its employees or agents, or ordinance enforcement is granted. The Sauk River Watershed District is a third-party beneficiary to the conditions of this approval and is entitled to full rights of enforcement of any and all conditions in the event improper, no or partial performance of said conditions. In addition, I understand a State Construction Stormwater Permit is required from the Minnesota Pollution Control Agency for any construction activity disturbing 1 acre or more of soil, or less than 1 acre of soil disturbance if that activity is part of a larger common plan development of sale that covers more than 1 acre (e.g. new house in a subdivision, phased project). www.pca.state.mn.us/water/construction-stormwater.
