Right-of-Way - Obstruction Permit

An Obstruction Permit is required whenever an object or equipment is placed within the city's right-of-way. No person may obstruct the right-of-way without first having obtained the appropriate permit from the Engineering Department.

Applicant must submit completed permit application form, including a scaled drawing showing the location and area of the proposed project. If detouring of traffic is required, a traffic management plan must be submitted. There is a fee for the permit. Required information can be emailed to engineering@ci.stcloud.mn.us. You may contact the Engineering Department at 320-255-7249 to pay permit fee with credit card.
