Pretreatment Program

The City of St. Cloud has a federally approved Pretreatment Program that is regulated by the Minnesota Pollution Control Agency (MPCA). The purpose of the Pretreatment Program is:
  • Prevent the discharge of pollutants that can interfere with the treatment or biosolids recycling process
  • Prevent the discharge of pollutants that can pass through the treatment process
  • Improve wastewater and biosolids quality
Significant Industrial User
The City of St. Cloud permits significant industrial users. A significant industrial user is an industrial user that is one or more of the following:
  • Subject to categorical pretreatment standards under 40 CFR Part 403.6 and 40 CFR Chapter 1, Subchapter N
  • Discharges an average of 25,000 gallons per day
  • Process waste makes up 5% or more of the flow to the wastewater treatment facility
  • Has a reasonable potential to adversely affect the treatment process
  • Has a pollutant concentration greater than 50% for 1 or more regulated pollutants
  • A waste that has been pretreated
