The City of St. Cloud has a federally approved Pretreatment Program that is regulated by the Minnesota Pollution Control Agency (MPCA). The purpose of the Pretreatment Program is:
- Prevent the discharge of pollutants that can interfere with the treatment or biosolids recycling process
- Prevent the discharge of pollutants that can pass through the treatment process
- Improve wastewater and biosolids quality
Significant Industrial User
The City of St. Cloud permits significant industrial users. A significant industrial user is an industrial user that is one or more of the following:
- Subject to categorical pretreatment standards under 40 CFR Part 403.6 and 40 CFR Chapter 1, Subchapter N
- Discharges an average of 25,000 gallons per day
- Process waste makes up 5% or more of the flow to the wastewater treatment facility
- Has a reasonable potential to adversely affect the treatment process
- Has a pollutant concentration greater than 50% for 1 or more regulated pollutants
- A waste that has been pretreated
