Commercial Projects

Only a licensed commercial contractor that is licensed with the city of St. Cloud can obtain building permits for commercial projects. See Contractor Licensing and Mechanical Exam Forms for additional information on getting licensed.

As of January 1st, 2019 all commercial building permit plans, larger than 11x17 (full-scale), are required to be submitted electronically.   Please click on "ePlans" in the blue column to the left for more information.

Electronic Commercial Permit Application.  To be submitted electronically and plans uploaded into the ePlans system.

Download the Commercial Permit Application (PDF).  To be printed and submitted with 1-set of plans to the Building Safety Department at City Hall.  Plans must be full-scale on 11x17 paper or smaller, plans larger than 11x17 must be submitted via the City ePlans system (please use application below).  If you are disturbing any land you must submit the Land Disturbance Permit Questionnaire or Land Disturbance Permit Application, see Land Disturbance Form section below.

Permits shall become invalid unless the work is commenced within 180 days after its issuance, or if the work is suspended or abandoned for a period of 180 days after the time the work is commenced.

Checks for permit fees are not accepted at time of submittal.

Land Disturbance Form


Fill out the Land Disturbance Permit Questionnaire (PDF) to determine if you are required to obtain a Land Disturbance Permit. This form must be submitted on all projects where the land is being disturbed, such as grading and landscaping.

If yes is answered on this questionnaire, meaning that you are disturbing land of greater than or equal to 5,000 square feet, you must fill out a Land Disturbance Permit Application (PDF) in order to obtain the required Land Disturbance Permit from the city of St. Cloud.
