The City of St. Cloud is a designated entitlement community by the U.S. Department of Housing and Urban Development (HUD). This designation allows the City to receive funds from HUD’s Community Development Block Grant (CBDG) Program.

The City’s mission is to utilize CDBG funding to develop viable urban communities by providing decent housing, providing a suitable living environment, and expanding economic opportunities, principally for low/moderate income (LMI) persons.

The City of St. Cloud announces a 15-day public comment period to receive public comment on its Draft PY2013 Consolidated Performance and Evaluation Report (CAPER). The CAPER assesses the City's progress and the effectiveness of its performance in the achievement of its overall strategies, objectives, priorities outlined in the FY 2010-2014 Consolidated Plan.

2013 St. Cloud Community Housing Study
In January 2013, the City of St. Cloud, in partnership with several community stakeholders, commissioned a housing assessment to enhance the understanding of housing and homeless issues throughout the community. The goals of the Housing Study are to enhance the understanding of housing and homeless issues throughout the community of St. Cloud, including needs, gaps and prospective priorities.

Annual Action Plans
The City of St. Cloud is required to prepare an annual action plan to notify citizens and the U.S. Department of Housing and Urban Development (HUD) of the City's intended actions to occur during that specific program year.  The action plan identified the objectives the City hopes to achieve and outlines the activities the City will undertake to achieve those objectives.

CAPERS - Consolidated Annual Performance & Evaluation Reports
 
The City of St. Cloud is required to prepare an assessment of its accomplishments toward meeting the priority goals outlined in the 2010-2014 Consolidated Plan to citizens and HUD. This annual assessment is known as the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER provides a review and evaluation of the City of St. Cloud’s progress toward meeting the annual goals and outcomes as outlined in the PY2010 Annual Action Plan and larger five year goals identified in the Consolidated Plan.

Consolidated Plan 
The City of St. Cloud is required to prepare a five-year Consolidated Plan for long-term planning purposes. It describes community development priorities and the multi-year goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions, and available resources.

Housing Counseling???  HUD has an online tool to help you locate housing counselors in our area. There is strong evidence that housing counseling can help distressed homeowners avoid foreclosure and obtain more favorable modifications.
