Refuse Collection


Since 1991, St. Cloud has operated a volume-based refuse collection system combined with recycling. Under the City’s system, user charges are based on the volume of refuse placed out for collection. Since this volume-based system was initiated, landfill deposits have been cut in half. Thanks to you we are preserving the environment and reusing vital resources!

Eligibility
The city refuse, yard waste and recycling collection system is available to all single-family, duplex and triplex residential properties within the City. Larger residential properties, commercial and industrial properties are not eligible for service under the City system, and must use private waste collection services.

How the System Works
Two refuse service options are available:

1. Bag Service
Residents are required to use specially marked “City” bags for refuse. Refuse bags are green in color and can be purchased at:

The cost for bag service is $2 per City refuse bag (sold in quantities of 10; cost $20 per package). Bags are 30 gallons in capacity. No bags other than specially marked “City” bags will be picked up. Recycling and refuse are picked up on the same day, but not at the same time. Under this option, a recycling/pass-by fee of $7.48 per month is included on the resident’s bi-monthly City utility bill.

Using Your Refuse Bags: Simply fill and tie; do not exceed 25 pounds of refuse in bag; place bag as near to the alley as possible or on the right hand side of your driveway (as you are facing the street) if you do not have an alley; this allows for better visibility for the collection crews, especially in the winter when snow banks may obstruct visibility; put bag out for collection no later than 6:00 a.m. or the night before; there is no limit to the number of bags you can place out for collection; refuse does not include yard waste, oil/water-based paint or related products, fluorescent light bulbs, tires, electronic products, major appliances, or other large and/or heavy items that do not fit in the bag and/or that exceed 25 pounds; broken glass or similar items that may puncture the bag should be self-contained within the bags so as not to cause injury to collection crews. Pickup times for refuse on a particular route may change due to weather delay, equipment problems or other unforeseen circumstances.

2. Refuse Cart Service
Residents can sign up for weekly 90-gallon cart service for a charge of $33.98 per month. This fee includes the $7.48 monthly recycling/pass-by fee. The fee for this service is included on the resident’s bi-monthly City utility bill. The City provides the 90-gallon cart at no additional charge. Cart service customers must use City refuse bags for the disposal of any refuse that exceeds the cart capacity. Customers must also use clear City bags or self-haul options for yard waste disposal, as yard waste cannot be placed in the cart.

You must be the owner of the property where service is requested in order to utilize the weekly 90-gallon refuse cart service offered by the City. Tenants of rental housing wishing to use the cart service should have the owner of the property contact the Public Works Department to initiate this service.

To sign up for this service, download the “Cart Sign-Up Application” form HERE. Once completed, return the application by mail to the Public Works Department at 1200 15th Avenue SE, St. Cloud, MN 56304 or fax it to Public Works at 320-255-7237. Upon receipt of the application, a refuse cart will be delivered to the service address in a couple of days.

To terminate your weekly refuse cart service, download the “Request to Terminate Weekly 90-Gallon Refuse Cart Service” form HERE. Complete the form and mail or fax to the Public Works Department.

Special Pickups & Hazardous Materials


Special Pickups
The City offers special pickups for disposal of large items such as couches, recliners, mattresses, box springs, carpeting, tables, lumber, etc. Here is how a special pickup works:
  • To use this service you must be a City refuse and recycling system customer.
  • Special pickups will be scheduled on the same day as your weekly refuse pickup.
  • You must call at least one day in advance to schedule a special pickup.
  • This service is offered throughout the year.
  • There is no limit to the number of special pickups that you may schedule.
  • Items to be picked up should be set out along with your weekly refuse; the truck that picks up your weekly refuse will also pick up your special pickup items.
  • Items should be bagged, boxed or bundled and stacked neatly and placed at your regular refuse pickup location by 6:00 am the day of the scheduled pickup.
  • Garbage cans and other containers will not be emptied. All small items must be contained in bags, boxes or bundles not to exceed 50 pounds in weight. If material is left in a garbage can, the can will be taken.
  • Do not use green City refuse bags for this service.
  • An additional charge for a special pickup will be added to your utility bill as follows:
The minimum fee for a special pickup is $20.00. Up to 2 cubic yards of material may be disposed of for this price (a 2 cubic yard pile measures 3 feet x 3 feet x 6 feet). An additional fee of $10 will be charged for each additional cubic yard of material collected.

  • Items that can be picked up include but are not limited to: mattresses, box springs, couches, chairs and recliners, desks, toilets, sinks, windows, sheet rock, lumber (in lengths 4’ or shorter), vacuum cleaners, doors (shower, patio, storm, etc.), carpet and padding and grills (propane tank removed).
  • State law prohibits the City from picking up the following items:
Paint and household hazardous materials
Fluorescent light bulbs
Tires
Propane tanks
Treated wood
Lawn mowers
Snow blowers
Major appliances (microwaves, washers, dryers, air conditioners, etc)
Electronic products (computers, printers, fax machines, TV’s, radios, stereos, VCR’s & DVD players)

If you have questions, or to arrange a special pickup, contact the Public Works Department at 650-2900, Monday through Friday, 8:00 a.m. to 4:30 p.m.

Disposal of Hazardous Materials


Tires, chemicals, paints, oil-based products, household cleaners, fluorescent light bulbs, computer monitors, TV’s and electronic products, batteries, major appliances, treated lumber and other similar hazardous materials cannot be disposed of through the City’s collection system. For information about the disposal of these items, call the Tri-County Solid Waste Commission at 320 255 6140. They will provide assistance in identifying environmentally safe disposal options.

Disposal of Hypodermic Needles
Hypodermic needles can be disposed of in City refuse bags if contained in a plastic bleach or pop bottle sealed with a cap or tape. The word “SHARPS” should be printed on the container. Do not use a glass bottle or jar or a metal can for the disposal of hypodermic needles.

Schedules


Regular Schedule
Refuse and recycling are collected once per week from each customer account. Refuse and recycling are collected on the same day of the week (Tuesdays through Fridays), but by different trucks. Contact Public Works at 320-650-2900 to find out the pickup day for your area.

Holiday Schedule
Changes in refuse/recycling pickups are published in the St. Cloud Times the week before legal holidays. Changes are also broadcast on local radio stations and on cable Channel 19. You may also call Public Works at 320-650-2900, Monday through Friday, 8 a.m. to 4:30 p.m. After business hours, you may call the City’s “Information Hotline” number, 320-255-7290.
