Airport Advisory BoardThe Airport Advisory Board is a seven-member board appointed by the Mayor and confirmed by the City Council. The Boards makes recommendations to the Mayor regarding the operation, capital improvements and short and long term planning of the airport. The Board meets quarterly on the second Monday of the month at 5:30 p.m. in the Airport Board Conference room at the St. Cloud Regional Airport. The three-years terms commence on July 1. Arts CommissionThe St. Cloud Public Arts Commission was established to promote public appreciation, accessibility, and patronage of the arts in the St. Cloud area. The Public Arts Commission strives to achieve these goals by bringing their Public Arts Plan, published in 1996 into action. The seven member commission meets the third Wednesday of each month at 5 p.m. The three-year terms commence October 1. Appointments are made by the Mayor with City Council approval. Board of Examiners for Mechanical InstallersThe Board of Examiners for Heating Installers reviews all gas and oil applications prior to testing for Master or Journeyman Certificate of Competency. The Board also reviews all gas and oil tests to determine whether the applicant has sufficient skills, training, and knowledge in the City installing and servicing combustion equipment. The six member Board meets twice a year. The three-year terms commence March 1. Appointments are made by the Mayor and confirmed by the City Council. Members
Building Advisory BoardThe Building Advisory acts in an advisory and review capacity for the Mayor on all proposed new building code changes, especially as it relates to methods of construction, suitability of alternate materials, and establishment of fee schedules. The five-member board meets as needed. The three-year terms commence August 1. Members are appointed by the Mayor with City Council approval. Members
Charter CommissionThe City of St. Cloud is organized as a Home Rule Charter City under the laws of the State of Minnesota. Such a Charter is, in a sense, a local institution. The Charter Commission prepares proposed amendments to the Charter to meet the City’s individual needs and desires. Local voters approve amendments to the Charter, and in certain cases, the City Council can change the Charter. The Charter may provide for any form of city government as long as it is consistent with state laws applicable to Home Rule Charter cities. The St. Cloud Charter Commission consists of 15 members of the community. The Commission meets at the Whitney Senior Center on the third Tuesday of the month at 7 p.m. (except for June, July, and August). Members serve four-year terms, which commence in May. Appointments are made by the Chief Judge of the local District Court. Civil Service BoardThe Civil Service Board consists of four members of the community. The Board is established by the Home Rule Charter for the purpose of recruiting qualified individuals for City service and assuring them fair treatment, satisfactory working conditions, and reasonable promotional opportunities. The Board also prepares and maintains a classification service. Meetings are held the first and third Thursday of each month at 5 p.m. Members serve three-year terms commencing July 1. Health and Housing Advisory and Appeals BoardThe Health and Housing Advisory and Appeals Board provides technical reviews and recommendations to the City Council on ordinances and codes pertaining to public hearing and housing. These include food, beverage, lodging, animal control, housing, and nuisance abatement. The Board acts as the appeals board for housing and animal control in a citizen peer review capacity. The Board also advised the Health Director on public hearing issues affecting the City of St. Cloud. The nine-member board is appointed by the Mayor with City Council approval. Meetings are held the third Tuesday of each month at 12 noon. Board members serve five-year terms commencing September 1. Heritage Preservation CommissionThe Heritage Preservation Commission’s purpose is to safeguard the heritage of the City of St. Cloud by preserving properties which reflect significant elements of the City’s cultural, social, economic, political, visual, or architectural history. The Commission has seven members with three-year terms commencing on May 1. The group meets the fourth Tuesday of each month at 3:30 p.m. Commissioners are appointed by the Mayor with City Council approval. Housing and Redevelopment AuthorityThe Housing and Redevelopment Authority (HRA) has two broad areas of activity – housing and community development/redevelopment. The HRA has five St. Cloud representatives. The members serve five-year terms, which commence November 1. Appointments are made by the Mayor with City Council approval. Park and Recreation BoardThe Park and Recreation Board is a mayoral appointed advisory board whose duties include studying and determining park and recreational needs of the City; making recommendations in respect to policies and recreational programs; making recommendations in respect to the selection of park and recreation department heads; and submitting a park and recreational program for the ensuing fiscal year together with an estimated program cost. The seven-member board meets the first Tuesday of the month at 7 p.m. Three-year terms commence July 1. Planning CommissionThe Planning Commission is responsible for preparing the Comprehensive Plan(s), Zoning Ordinance regulations, subdivision and ordinance regulations, and other official controls of the City. The Commission is also required to review and offer its recommendation of all request for rezoning of property, creation of historic designations, approval of plats, purchase and sale/lease of property, development and use of City facilities, and vacation of public right-of-ways and easements. The Commission has seven members who are appointed by the Mayor and confirmed by the City Council. Members serve five-year terms commencing May 1. Regular meetings are held on the second Tuesday evening of each month. Plumbing BoardThe Plumbing Board reviews the plumbing ordinance and recommends any changes or alterations that should be entered into existing ordinances or new ordinances. The changes should be in conformance with the Minnesota State Plumbing code. The Board also can serve as a board of appeals for interpretation of city ordinances or state plumbing code. The Board meets twice a year. Three-year terms commence in April. Members are appointed by the Mayor and confirmed by the City Council. Members
Police Review BoardThe Police Review Board examines the investigation report of citizen allegations of officer misconduct and then recommends a disposition of the case to the Chief of Police. The nine-member board consists of six St. Cloud residents and three police officers. The terms are staggered at one, two, and three years. The Board meets as needed. Appointment is made by the Mayor and confirmed by the City Council. Retired & Senior Volunteer Program Advisory CouncilThe Council serves in an advisory capacity to the City sponsored Retired and Senior Volunteer Program (RSVP), guiding and supporting staff in their efforts to engage older citizens in community service. There are twenty council members with staggered terms commencing January 1. The Council meets the first Thursday of February, March, April, May August, September, November, and December. St. Cloud Library BoardThe St. Cloud Library Board is a nine-member board charged with overseeing building related issues concerning operations of the St. Cloud Public Library. The Board approves and monitors budget proposals for building operations and maintenance and works with City Administration in presenting these requests to the City Council. Board members serve three-year terms commencing January 1. Whitney Senior Center Advisory BoardThe Whitney Senior Center Advisory Board is a 16 member board that meets every two months to provide support to the Whitney Senior Center staff. The Board also acts as a liaison to the St. Cloud City Council. Members are asked to become familiar with the services offered at the Center and be aware of other programs for older adults in the area. The Board meets at 3 p.m. on the fourth Thursday of January, March, May, July, September, and the third Thursday of November. Members serve three-year terms commencing April 1. Zoning Board of AppealsThe Zoning Board of Appeals (ZBA) hears and determines (subject to applicant’s right to appeal a decision to the City Council and/or district court) requests for variances from the zoning administrators ruling in interpreting the zoning ordinance, variances, land use change permits, special exceptions permits, and conditional use permits. The Board functions as a quasi-judicial body. The ZBA must limit itself to those areas of discretion specifically assigned to it in state laws and in the local zoning ordinance. The seven-member board meets the third Tuesday evening of each month. ZBA members are appointed by the Mayor and confirmed by the City Council. Members serve three-year terms commencing May 1.
