What is Public Art?
Public art is any work of art or design that is created by an artist specifically for a public space. It can be functional, decorative, large or small. It can be cast, carved, built, assembled or painted. Whatever its form, public art attracts attention, provokes thought, stirs emotion, and inspires discussion. It has the power to energize our public spaces, inspire our thinking, and transform the public places where we live, work, and play into environments that invite interaction among community members.

How is Public Art Funded?
In Minnesota, public art is funded by a percent for art ordinance. In 1984 the Minnesota Legislature approved 1% for art on all state building projects that exceed a budget of $500,000. The results of this can be seen locally on the campuses of St. Cloud State University and the St. Cloud Technical College. In the City of Duluth, 1% of new building projects in excess of $5,000 is allocated for artwork in or around the project site.

How is Public Art Selected and Who Selects It?
Generally, there are three methods employed in selecting artists for public art projects: Direct Commission, Select Call, and Public Call. Public Art is usually selected by a panel comprised of project stakeholders: community members, project constituents, project architects, and an arts representative.
