Comprehensive Plan The St. Cloud Comprehensive Plan is a detailed policy document that guides land use, development, capital improvements, community investment, growth, and overall quality of life for 15 to 20 years. The Plan is comprehensive both in breadth and scope, with recommendations for areas that encompass land use, housing, parks and recreation, transportation, and community facilities, and more. The Plan provides the framework for regulatory tools like zoning, subdivision regulations, annexations, and other policies. A comprehensive plan promotes the community’s vision, goals, objectives, and policies; establishes a process for orderly growth and development; addresses both current and long-term needs; and provides for a balance between the natural and built environment. It is designed to serve as a foundation for decision-making for the City, developers, residents, and other stakeholders.
